'Use suggested password' bubble doesn't appear for 'Passphrase' text-box.

Reported by dchau...@etouch.net, Jul 11

Issue description

Chrome Version: 68.0.3440.59 (Official Build)Revision	d2bc7dee8086bc46fe6153b4b8c45da429245503-refs/branch-heads/3440@{#644} 32/64-bit.
OS: Mac(10.12.6, 10.13.1, 10.13.6, 10.14), Windows(7,8,8.1,10) and Linux(14.04).

What steps will reproduce the problem?
1. Launch Chrome and sign-in to Chrome with valid credentials.
2. Navigate to chrome://settings/syncSetup and scroll down the page to it's bottom end.
3. Select the 'Encrypt synced data with your own sync passphrase' radio button.
4. Right click on 'Passphrase' text-box to open context menu and select 'Generate password...' option and observe.

Actual: Nothing happens on clicking 'Generate password...' option.
Expected: 'Use suggested password' bubble should appear on clicking 'Generate password...' option.

This is a non-regression issue, seen from M-63 series as 'Generate password...' option is introduced from build #63.0.3225.0

NOTE: This issue is also reproducible on Stable #67.0.3396.99, Dev #69.0.3486.0 and Canary #69.0.3488.0

Kindly review the attached screen-cast for reference.

My guess is that generation is not meant to work on chrome:// sites, so the bug is that Chrome actually shows the pop-up to trigger it.

Maxim, what do you think?
