Overlay scrollbar reparenting has flaws that are very hard to fix in SPv1, due
to the presence of non-stacked, non-stacking-context, self-painting PaintLayers.

compositing/overflow/scrollbar-layer-placement-negative-z-index-child.html is an
example test that should work in the future.
