[css-scroll-snap] Consider adding Devtools feature for css scroll snap |

Issue descriptionscroll snap is slated to be shipped in M69. [1] We have so far been mainly focused on shipping the main functionality but now is a good time to consider what (if any) devtools support we should have for this feature. I think a key useful feature will enable visual debugging of snapping. Here is some basic useful functionality: - Highlight scroll snapport and its associated scroll areas. - Highlight exact snap alignments - Highlight if any of snap areas may be considered "larger than snapport" We may look for inspirations from how recent devtools highlight grid components for grid layout [2]. Feel free to propose ideas here. Prioritizing this feature will depend on usage level for scroll snap, complexity of implementation, and added value of the devtools feature. shaox...@: This is great! Although we haven't narrowed down exactly what the feature should be and how it should look like. Do you have any particular ideas? Such a feature involves working across boundary of Blink and Chrome Devtools. Former will provide the snap container/area data and later will visualize it. sunyunjia@ and I are are expert on the Blink side and can help provide guidance but we need some support from devtools team as well. Also please wait until I figure out how best to work with Devtools team on this.

pfeldman@: I have a few questions on how to develop such feature for Chrome Devtools: 1. does any of the ideas in #1 make sense? 2. how do you usually proceed with this types of features in Devtools? In particular, is it more efficient for your team to own it? Or perhaps these are best as collaboration? (See #1 where we have interest from a non-chromium developer to collaborate on this) 3. Is there a design doc for similar features that you can point me at? I like to get a sense of what is involved to do this. P.S. feel free to ping me offline if a meeting is more appropriate.
