Allow offline login for cleaned-up accounts

Issue description

1. Device policy set to show user photos on login page, ephemeral mode disabled.
2. Log into device with 5-6 users, each consuming significant space so that disk becomes full.
3. Reboot device and wait for cleanup to occur.
4. Observe, profiles for user(s) whose last login was oldest have profile data removed. However minimal profile information should remain so user photo still shows on login screen.
5. attempt to login as oldest user who had most profile data removed but photo still shows.

Expected Result:
User should be able to login (offline login) but should get new cryptohome.

If we are showing a user's pod on the sign-in screen, they should be able to sign-in offline.

There are cases today where we force an online sign-in, ie, if the gaia refresh token is invalid (such as you changed your password).

Re: #1, correct. However, if the token has not been revoked, we should still allow offline login.

I guess that should occur in a non-enterprise case as well? So I'm gonna remove Enterprise component. Feel free to return it if I'm wrong.
