Implement all input delay UMA histogram and UKM |

Issue descriptionSplitting this off from bug 822412 as my starter project on the Chrome Speed Metrics team. dproy@ recently implemented an UMA histogram and UKM for longest input delay. I should do the same for all input delays.

Yikes - the fact that this was 100 days ago scares me. No, it didn't: it got put on the back burner for other things and remains there, sadly. Hoping to revisit after EventTiming work wraps up. |
