The Internals components are for metric infrastructure, not metric definition.

We should probably update the component descriptions to better reflect this...

Implement UMA histograms for all input delays and timestamps


dproy@ added histograms for longest input delays and timestamps in
http://crrev.com/c/1084058: this CL does the same for general input delays.

Yikes - the fact that this was 100 days ago scares me. No, it didn't: it got put on the back burner for other things and remains there, sadly. Hoping to revisit after EventTiming work wraps up.
