Configure flags for Refresh on CrOS to show touch only on tablets

This bug tracks work to make sure we are configuring Refresh M69 builds correctly on CrOS such that we only show touchable UI on tablets, and "regular" refresh UI on every other device.

Status: Fixed (was: Assigned)
The code for handling material refresh touch mode under CrOS is present and appears correct.

Marked "Fixed" in order for proper testing and verification.
