[MacViews] Subfolder menu is not aligned with the subfolder when scrolling in long menus

Chrome Version: 69.0.3487.0 Canary
OS: macOS 10.13.5

What steps will reproduce the problem?
(1) Have a long scrollable Folder menu
(2) Add a subfolder in this menu
(3) Scroll in the menu, so that the subfolder menu appears and disappears

What is the expected result?
The subfolder menu should be always aligned with the Subfolder

What happens instead?
It is changing its position.

**UI mass Triage**

Able to reproduce the issue on latest canary# 72.0.3622.0 using Mac 10.12.6. This issue is seen from M-69(from introduction of MD-Refresh), hence considering this issue as Non-Regression.
Note: Leaving the status of the issue as 'Assigned' for further inputs from Dev team.
