ja.wikipedia_cold has recovered to values before this issue. yahoo.co.jp_cold does not seem to have recovered, but since it is a cold cache test and we really want the architectural change to move out-of-process sandbox ipc to Mojo (see issue 839344) I'll close this as WontFix.
