[MacViews] Zoom-To-Fit width doesn't work

Issue description

Chrome Version: 69.0.3487.0 Canary
OS: macOS 10.13.5

What steps will reproduce the problem?
(1) open a NTP (for example)
(2) shrink it to very small so that horizontal scrollbar appears
(3) double click on the Tab-Bar (or press the OPTION-key and click on the green zoom button)

What is the expected result?
The window should expand to its content width, max. until the horizontal scrollbar disappears. (Compare Safari.)

What happens instead?
The window maximizes to the whole display size.


We introduced the Zoom-To-Fit behavior 9 years ago with CL https://codereview.chromium.org/173254. Maybe it helps to bring it back to macViews again :)

**UI mass Triage**

Able to reproduce the issue on latest canary# 72.0.3616.0 using Mac 10.12.6. This issue is seen from M-69(from introduction of MD-Refresh), hence considering this issue as Non-Regression.
Note: Leaving the status of the issue as 'Available' for further inputs from Dev team.
