CrOS chroots looking for missing gs://chromeos-prebuilt/host/amd64/tatl/paladin-R69-10860.0.0-rc5/

Issue description

We've been noticing when we run cros_sdk to enter the chroot for ChromeOS, we get warnings about:

!!! Error fetching binhost package info from 'gs://chromeos-prebuilt/host/amd64/tatl/paladin-R69-10860.0.0-rc5/packages/'
!!! FETCHCOMMAND_GS failed

It seems like this is trying to pull a package that is not publicly available - the warning mentions that my account, or an Anonymous User, doesn't have permission for this storage.

the paths in question don't exist, so it's not a permission issue

if you sync, the latest config points to a path that does exist

but it doesn't explain why we committed a config that pointed to pkgdirs that don't exist:
