Document that ExtensionInstallForcelist doesn't apply to incognito

Afaiu the ExtensionInstallForcelist doesn't apply to incognito mode. This might be confusing/surprising to admins and probably should be mentioned here: http://www.chromium.org/administrators/policy-list-3#ExtensionInstallForcelist
