issue with browser bar with element , his position is fixed

Steps to reproduce the problem:
1. remote device to work with developer tools
2. find the element that position is fixed
3. scrolling up and down 

What is the expected behavior?
stay from is place

What went wrong?
the element is out from is placed, cannot clickable if out from is place.

Did this work before? No 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 8.0
Flash Version:
