Regression: Unnecessary Gap is seen between Mac Toolbar and Chrome TabStrip

Issue description

Chrome Version : 69.0.3487.0 (Official Build) Revision 5c3042df84f213c3e25cf3d2aceede00fa994ef3-refs/branch-heads/3487@{#1} (64 bit)
OS: Mac 10.13.1 (17B48)

Steps to reproduce:
1. Launch chrome and click on Fullscreen button (Green Traffic Light).
2. Mouse hover on top of the window such that Mac Toolbar appears.
3. Now again click on Fullscreen button (Green Traffic Light) and Observe. 

Actual Result: Unnecessary Gap is seen between Mac Toolbar and Chrome TabStrip.
Expected Result: No Gap should be seen between Mac Toolbar and Chrome TabStrip.

This is a Mac specific Regression issue seen from 'M-62' and providing the bisect info below:
Good Build: 61.0.3163.0 (Revision: 488529)
Bad Build:  62.0.3164.0 (Revision: 488823)

You are probably looking for a change made after 488686 (known good), but no later than 488687 (first known bad).

NOTE:
1. Issue is also seen on M-67 Stable (build #67.0.3396.99), M-68 Beta (build #68.0.3440.42) and M-69 Dev (build #69.0.3472.3).
2. Issue is not reproducible on Mac (10.12.6, 10.13.6, 10.14), Win (7, 8, 8.1, 10) & Linux (14.04 LTS).

Mac triage: Can't repro with 67.0.3396.99 or 69.0.3487.0 on 10.13.5.

Reporter: can you try on a newer 10.13 release? 10.13.1 through 10.13.3 are known to have some OS bugs that affect Chrome.

Pri-1 -> Pri-3 and stripping Target tags.
Status: WontFix (was: Assigned)
Can't repro. Please ping the bug if this still happens to you, especially if it happens on Canary.
