Chrome download API throws invalid filename error.

Chrome Version       : Version 67.0.3396.99 (Official Build) (64-bit)
OS                   : Ubuntu 14.04 LTS

What steps will reproduce the problem?
(1) Download and unzip attached chrome extension
(2) Install the extension
(3) Click on extension icon in toolbar, new tab will open
(4) Click on Download File button
(5) Check browser console 

What is the expected result?
File should download.

What happens instead?
Throws error "Unchecked runtime.lastError while running downloads.download: Invalid filename".

Linux file system allows to create a file with name as "NUL.txt" but when chrome extension tries to download same file using chrome.downloads.download API, it throws Invalid filename error.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome reported version #67.0.3396.99 and latest canary #69.0.3487.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
