Ctrl-R/F5 should apply to all selected tabs

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Open multiple tabs
2. Select multiple tabs (click on a tab, shift-click on a different tab)
3. Press Ctrl-R

What is the expected behavior?
All selected tabs refresh.

What went wrong?
Only the opened tab refreshes.

Did this work before? No 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 
Flash Version: 

Selecting tabs and Ctrl-W to close them all works. It seems intuitive Ctrl-R should also apply to selected tabs.
This behavior should probably also work with F5, not just Ctrl-R.

New feature that multiple tabs can be refreshed at the same time

Apply the same logic of tab refreshing in original code to each
selected tab.

Before modification, Only one tab was refreshed after pressing Ctrl-R
regardless of how many tabs you selected. But pressing Ctrl-W was able
to close several tabs.
