Ctrl-R/F5 should apply to all selected tabs |

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. Open multiple tabs 2. Select multiple tabs (click on a tab, shift-click on a different tab) 3. Press Ctrl-R What is the expected behavior? All selected tabs refresh. What went wrong? Only the opened tab refreshes. Did this work before? No Chrome version: 67.0.3396.99 Channel: stable OS Version: Flash Version: Selecting tabs and Ctrl-W to close them all works. It seems intuitive Ctrl-R should also apply to selected tabs. This behavior should probably also work with F5, not just Ctrl-R.
