[MdRefresh]: Ripple effect on extension in wrench menu should be round

Chrome Version: 69.0.3487.0
OS: Windows 10, Mac 10.13.3, Debian

What steps will reproduce the problem?
(1) Launch chrome, add some extensions that has extension icon on toolbar, Hover on extension icon and observe focus
(2) Drag Omnibox to right so that extension icons hide in wrench menu, hover on extension icon present inside wrench menu and observe

Expected: Ripple effect on extension icon in wrench menu should have same ripple effect as in toolbar.

Actual: Instead it is seen square only.

This issue is seen from M-67.

Ripples and non-square highlight effects are explicitly disabled for menu surfaces. If enabled, it still doesn't work because view layers don't work on menus.
