Regression: [MAC]Page auto-scrolls to the bottom on reloading

Issue description

Chrome Version: 69.0.3487.0 (Official Build) Revision 5c3042df84f213c3e25cf3d2aceede00fa994ef3-refs/branch-heads/3487@{#1} (64 Bit)

OS: Mac OS X (10.12.6,10.13.1).

Steps to reproduce:
1. Launch Chrome, navigate to chrome://flags.
2. Scroll a little using mouse.
3. Reload the page and observe.

Actual Result: Chrome://flags page auto-scrolls vertically to the bottom on reloading.
Expected Result: Page should not auto-scroll upon reload 

This is regression issue broken in ‘M-68’ and will soon update other info
Good Build: 68.0.3437.0 (Revision:560454)
Bad Build:  68.0.3438.0 (Revision:560883)

You are probably looking for a change made after 560790 (known good), but no later than 560791 (first known bad).

Note: 1. Issue is not seen on Mac(10.13.6,10.14.0), Linux(14.04 LTS), Windows(7,8,8.1,10) OS
      2. Issue is also seen on Beta Build # 68.0.3440.42 and Dev Build # 69.0.3472.3

I'm unable to repro on MacOS 10.13.5 and don't have a machine with 10.12.6 or 10.13.1. Would you be able to try with 10.13.5?

Hi meacer,

Issue is only observed for Mac(10.12.6, 10.13.1) version on our end and is not seen for Mac(10.13.6, 10.14.0).

We don't have Mac machine with 10.13.5 version as it is update to 10.13.6.
