JA, Japanese(for ja) keyboards turn back to old UI after special steps

Version 69.0.3480.0(Official build) canary (32-bit)
Platform 10861.0.0（official build) canary-channel kevin
Firmware Google_Kevin.8785.264.0


REPRO STEPS:
1.Switch to Japanese keyboard.
2.Switch to Emoji layout.
3.CLick VoiceInput then stop (must step).
4.Click 'ABC' key.


Actual result: 
Keyboard goes back to the Old UI.

Note:
Still repro if reverse step#2 and #3.
Same issue repro for Google Japanese Input(for Japanese keyboard).

Same issue repro with below steps:
1.Switch to Japanese keyboard /Google Japanese Input(for Japanese keyboard).
2.Switch to HW layout.
3.CLick VoiceInput then stop (must step).
4.Click the top-left 'Keyboard' icon.
