'ABC' key of Japanese(for US) HW&Emoji layouts make no sense after Voiceinput.

REPRO STEPS:
1.Switch to Google Japanese Input(for US keyboard).
2.Switch to HW/Emoji layout.
3.CLick VoiceInput then stop (must step).
4.Click 'ABC' key.


Actual result: 
No any response.

Note:
Still repro if reverse step#2 and #3.

For HW layout, it not ‘ABC’ key, but the top-left 'Keyboard' icon.

This was reported several months ago, and the issue must've been fixed at some point. It's no longer reproducible at HEAD, thus closing as "Won't fixed, cannot repro".
