Regression: WebAPK icons have white circle

Issue description

Chrome Version: 69.0.3485.0 Canary
OS: Android 8.0 (Oreo)
Used to work on: 67

What steps will reproduce the problem?
(1) Install any PWA as a WebAPK.

What is the expected result?
Home screen icon is just the icon from the manifest.

What happens instead?
Home screen icon is the icon from the manifest, tiny, inside a white circle. It looks very ugly.

I know that "put everything in a white circle" is kind of the new style for Android 8.0, so this might be intentional. But I think it looks really ugly for icons not designed this way. Web app manifests have no way of supplying a maskable icon [1], so they have no way to avoid the white circle.

It looks like the problem is that Chrome 69 is generating WebAPKs using the new SDK 26 (Oreo) which requires apps to either have an Adaptive icon, or puts the icon in a white circle.
