Backspace fails to remove Chinese 1st line suggestions.

Issue description

Version 69.0.3480.0(Official build) canary (32-bit)
Platform 10861.0.0（official build) canary-channel kevin
Firmware Google_Kevin.8785.264.0


REPRO STEPS:
1.Switch to any Chinese keyboard, e.g. Pinyin.
2.Type something to make suggestion display.
3.Touch Backspace keys constantly.


Actual result: 
Suggestion line always display.


Note:
This issue does not repro for US.

Still repro on the latest version: 69.0.3491.0 canary-channel 10883 kevin.
