Two blank edges appear on Floating Emoij&HW layouts

REPRO STEPS:
1.Switch to any floating keyboard.
2.Switch to Emoji/HW layout.


Actual result: 
Keyboard UI turns to abnormal: Two blank edges display.

Tried and found: If enable #enable-floating-virtual-keyboard from chrome://flags, then this issue does not repro.
