Copying >4GiB file to FAT32 drive has poor user experience.

Issue description

Chrome Version: 69.something
OS: Chrome

What steps will reproduce the problem?
(1) Plug in two drives (or one with two partitions). One formatted ntfs/ext4 with a >4GiB file, and one formatted FAT32.
(2) Copy large file to FAT32 drive.
(3) That's all folks!

What is the expected result?
The Files app should reject the copy immediately, with a clear message explaining why.

What happens instead?
Copy is allowed, runs, stops at the 4GiB mark with the destination file truncated and an easy to miss obscure error in the bottom left corner of the app window.
