Regression: WebAPK icons use the "any" icon rather than specific size |

Issue descriptionChrome Version: 67 OS: Android What steps will reproduce the problem? (1) Go to https://killer-marmot.appspot.com/web/ (2) Install it from Add to Home Screen. What is the expected result? In previous versions, the installed app icon was one of the specific sized icons in the manifest (I don't remember which one; either 48x48 or 96x96). What happens instead? The installed app icon is the "any" icon for this app. It's very easy to tell with this particular app because all the icons are quite different. See the "Application" tab in dev tools. I'm not sure when this regressed or whether it's an issue, but flagging it in case it was accidental.

+hartmanng@ ping on this one. It looks like at some point, there may have been a change in the WebAPK minter such that it's preferring the icon with size "any" over all of the other icons, rather than picking one of the sized icons. Do you know if this is the case?
