What steps will reproduce the problem?
(1) let a tab start to record from camera, e.g. through https://appr.tc. The tab indicator will show a red recording dot with tooltip that "the tab is using your camera or microphone"
(2)do a tab capture to that tab, e.g. through tabCapture example src/chrome/common/extensions/docs/examples/api/tabCapture. The tab indictor will show a strip with tooltip "the tab content is being shared"

What is the expected result?
The tab shows an icon for the highest-priority thing with a tooltip that notes all the states in play.

What happens instead?
Only the tooltip of the indicator with higher priority will be shown.
