Transition power.desktop ownership to brucedawson@

Now that I'm turning down BattOr and discontinuing my work on power, it makes sense for me to transition ownership of the Telemetry desktop power benchmark, power.desktop, to someone more involved with the power efforts. brucedawson@ has agreed to step up and own the benchmark.

I'll use this as a tracking bug for work related to that transition.
