[FR] Connect to a Radius authenticated network without requiring a second network

Issue description

Chrome OS Version: 67.0.3396.99 (Official Build) (64-bit)
Chrome OS Platform: Any device
Network info: Radius authenticated networks

To connect to Radius authenticated networks the users need to connect to an additional network (Open or passphrase only) where they will perform the sign in process to the device, once they have signed in they can connect to the Radius authenticated network.

Steps To Reproduce:
(1) Turn on the device
(2) Connect to a Primary network (Open or passphrase only)
(3) Complete the sign in process
(4) Connect to the Radius authenticated network

Expected Result:
Connect to the Radius authenticated network without requiring an additional network or sign in process

Actual Result:
The devices should be connected to a network and complete the sign in process in order to connect to a Radius authenticated network
