cast dialog jumping on windows

at 1.5 resolutions on windows, dialog jumps to the left.

The dialog is anchored to the Cast icon, which slides into the toolbar. If the dialog gets anchored before the icon stops moving, then it moves when it gets re-anchored.

This could be solved by the icon's move from the extensions area to the trusted area. We don't have slide-in animation in the trusted area, unless we want to implement it.
