:hover state randomly lost when clicking a button that has a transition

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. On a desktop machine, confirm that while hovering over the blue box with a mouse, a red box appears next to it.  
2. Click on the button a bunch of times and observe the red box.

What is the expected behavior?
The red box should remain visible as long as you're hovering over the blue box.

What went wrong?
Randomly (roughly 5 to 10 percent of the time) clicking on the button causes the red box to disappear. This will probably get observed as the red box "flashing", since the hover state refreshes as soon as the pointer is moved.

Does this work in other browsers? Yes

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 10.0
Flash Version: 

The transition on the button seems to be important; removing it resolves the issue. 
I could not reproduce this bug in Firefox 60.0.1 or Microsoft Edge 42.17134.1.0.

Here's a minimally changed test case that makes the problem more clear. 

If you seem unable to reproduce the issue, also try after restarting Chrome. I did, on one occasion, fail to reproduce the bug after dozens and dozens of clicks. I don't know whether that was just by chance, but the problem did reappear after I restarted.

Able to reproduce the issue on 60.0.3072.0(M-60),reported version 67.0.3396.99 and latest chrome 69.0.3486.0. This is a non-regression issue as it is observed from M60 old builds.

Hence, marking it as untriaged to get more inputs from dev team.

We did some testing and it seems this issue was introduced between M56 and M57.  
Additionally we are also able to reproduce this without the button having a transition and non button elements.
Did some more debugging, this is a duplicate of https://bugs.chromium.org/p/chromium/issues/detail?id=798535
