ANGLE dEQP tests flaky on Linux / Vulkan |

Issue descriptionThese flakes seem to be happening quite often. The failure mode seems to be ANGLE detecting a missing extension on startup. Then the whole shard fails. Examples: https://ci.chromium.org/p/chromium/builders/luci.chromium.try/linux_angle_deqp_rel_ng/1975 https://ci.chromium.org/p/chromium/builders/luci.chromium.try/linux_angle_deqp_rel_ng/1971 https://ci.chromium.org/p/chromium/builders/luci.chromium.try/linux_angle_deqp_rel_ng/1970 The EGL tests seem to demonstrate more flakiness for some reason. But I think this also happens on the GLES 2 dEQP tests. Error message: ERR: initialize(481): ANGLE Display::initialize error 12289: Internal Vulkan error: A requested extension is not supported., in ../../third_party/angle/src/libANGLE/renderer/vulkan/RendererVk.cpp, line 349. I was unable to reproduce locally. We should probably disable the ANGLE Vulkan tests on Linux until we can root cause the issue.
