Delete adb_profile_chrome and reimplement in apk operations script

Rather than have multiple adb_profile_chrome scripts around, fold into apk_operations.py

Possibly something like:

out/Debug/bin/chrome_apk profile --catapult

Is DevX-Troopers the right label for this? This doesn't sound related to the services owned by Chrome Ops DevX.
