RejectCompositorFramesToFallbackSurfaces is useless when there is no fallback

Issue description

If a client doesn't provide fallback SurfaceIds then RejectCompositorFramesToFallbackSurfaces won't do anything. Ideally it will use the primary SurfaceId to do something useful.
