Insecure context for CC not announced by screen readers

Issue description

Chrome Version: M69
OS: all

What steps will reproduce the problem?
(1) Install/enable a screenreader.
(1) Go to http://rsolomakhin.github.io/autofill/ (Note: HTTP, not HTTPS)
(3) Repeatedly press tab until the "Credit card number" field in the "Credit card autofill" section is focused.
(4) Press arrow down once or twice until the warning popup is shown.

What is the expected result?

The message "Automatic credit card filling is disabled because this form does not use a secure connection" should be announced.

What happens instead?

The warning message is not announced.

The reason is that the row is not selectable. We should issue a warning/alert event instead once it happens.
 
aleventhal@: what do you think we could do here? The message is shown on the dropdown, but it's a warning message. Is it possible to ask the screenreader to announce an alert when the popup is shown?
