1. Dismiss all open tabs in chrome

Expected Results
Black screen

Observed Results
2px white line above the app bar.

Chrome versions tested:
67.0.3396.87(Stable)

Note: Issue is not seen in latest canary 69.0.3486.0

OS:
Android 9

Android Devices:
Pixel 2 

Using the per-revision bisect providing the bisect results,
Good Build - 66.0.3345.0
Bad Build - 66.0.3346.0

You are looking for a change made after 533392(GOOD), but 533393before(BAD).
