Regression: Blink of blue focus ring is seen on Configure button while opening Ethernet subpage in chrome://settings

What steps will reproduce the problem?
(1)Recover build >> Connect to Ethernet >> Sign into user 
(2)Go to chrome://settings page >> Network section 
(3)click at Ethernet to open its subpage and observe the configure button in the page while opening

Actual: Blink of blue focus ring is seen on Configure button while opening Ethernet subpage
Expected: No such unwanted blink should be seen or if the focus is expected, it should stay on Configure button.

This is a Regression issue as same is working fine in M-67 stable

Note: Issue is also seen in M-68 beta

I believe this is caused by https://chromium-review.googlesource.com/c/chromium/src/+/1068114, which automatically focuses the "back" button after the subpage animation finishes.

@hcarmona: Can we re-think this change, since it seems that it might not be the best choice for every subpage.
