OS: Windows(7,8,8.1,10), Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14) and Linux(14.04)

Pre-condition :Atleast one entry should be present under chrome://history/syncedTabs

What steps will reproduce the problem?
(1) Launch Chrome and Sign in to chrome with valid credentials.
(2) Press Ctrl+H to navigate to chrome://history and click on 'Tabs from other devices' option.
(3) Now click on 'Collapse list' icon for any entry and observe that grey focus highlight stays on the Expand list icon.
(4) Again click on the 'Collapse list' icon for same entry and observe the grey focus highlight this time.

Actual  : Grey focus highlight does not stay on Collapse list icon on second click attempt.
Expected: Grey focus highlight should stay on Collapse list icon every time the icon is clicked.

This is a non-regression issue, seen from M67
