Steps to reproduce:
1.Launch chrome  and navigate to above URL.
2.Click on three dots and select 'Picture in Picture' option.
3.Mouse hover on 'X' icon in tab-strip.

Actual Result: No gap is seen between 'Picture-in-Picture' indicator and 'X' icon.
Expected Result: Gap should be seen in between 'Picture-in-Picture' indicator and 'X' icon.

This is non-regression issue seen from ‘M-69’ seen from #69.0.3483.0.
