Sounds like a Mojave issue.

It looks like this is triggering a tiny "drag" into the omnibox. Over to avi@ :). Leaving it as Pri-2 right now - if it's just this effect that's Pri-3 but this suggests that something odd is happening with omnibox drags on Mojave.

Issue 863787 has been merged into this issue.

See bug 863787 for forum user notes and clues - Forum users describe it as a click problem, not a drag. The problem is not restricted to NTP. One user reports: started with Mojave update Some users report fixed in Dev M69 but several report still broken. Still broken in M68. Glad to see this is assigned.

Re: regression: User reports started with 67.0.3396.99, with the 6/25 release date. Nothing earlier.

I am also experiencing this issue. Confirmed it's still present on Dev channel. Running Mojave.

This is *not* MacViews; this is Cocoa-only.

This problem is reflected in the Chrome Forum thread: https://productforums.google.com/forum/#!topic/chrome/uLqSTGEV7Ec OP:Darshit, start 6/26, main thread If you want connect with users, use the Darshit thread. I've been redirecting users to watch there. There are more Forum threads, see bug 863787 . There was an unconfirmed suggestion that it's related to the flag #omnibox-ui-vertical-margin.
