Last opened tab reopens on clicking borders of Omnibox of NTP

Issue description

Chrome Version : 69.0.3486.0 (Official Build) Revision 472d1caeb99d99a8952e7170bbf435bd92902d73-refs/branch-heads/3486@{#1} (64 bit)
OS: Mac 10.14 Beta (18A314k)

Steps to reproduce:
1. Launch chrome and open NTP.
2. Now click on borders of Omnibox and Observe.

Actual Result: Last closed tab reopens on clicking borders of Omnibox.
Expected Result: Focus and cursor should be on Omnibox on clicking borders of Omnibox. 

This is a Mac specific Non-Regression issue seen from M-61 series.

NOTE: 
1. This issue is also reproducible on M-67 Stable #67.0.3396.99, M-68 Beta #68.0.3440.42 & M-69 Dev #69.0.3472.3.
2. This issue is not seen on Mac(10.12.6 , 10.13.1 , 10.13.6), Win (7, 8, 8.1, 10) & Linux (14.04 LTS) OS.

It looks like this is triggering a tiny "drag" into the omnibox. Over to avi@ :). Leaving it as Pri-2 right now - if it's just this effect that's Pri-3 but this suggests that something odd is happening with omnibox drags on Mojave.
 Issue 863787  has been merged into this issue.
See  bug 863787  for forum user notes and clues - Forum users describe it as a click problem, not a drag.  The problem is not restricted to NTP.

One user reports: started with Mojave update

Some users report fixed in Dev M69 but several report still broken.  Still broken in M68.

Glad to see this is assigned. 


Re: regression: User reports started with 67.0.3396.99, with the 6/25 release date.  Nothing earlier.
I am also experiencing this issue. Confirmed it's still present on Dev channel. Running Mojave. 
This is *not* MacViews; this is Cocoa-only.

There was an unconfirmed suggestion that it's related to the flag #omnibox-ui-vertical-margin.
