Steps to reproduce:
1.Launch chrome  and navigate to above URL.
2.Click on three dots and select 'Picture in Picture' option.
3.Try to drag the 'Picture-in-Picture window.'

Actual Result: Unable to drag the 'Picture in Picture' window.
Expected Result: Should be able to drag the 'Picture in Picture' window.

This is non-regression issue seen from ‘M-69’ seen from #69.0.3484.0.

Note: Issue is not seen on Windows(7,8,8.1,10) and Linux(14.04 LTS) OS
