[DevTools]'Add watch expression' text-box gets dismissed on pressing 'Shift + Esc' key.

Issue description

Chrome Version: 69.0.3486.0 (Official Build) Revision	472d1caeb99d99a8952e7170bbf435bd92902d73-refs/branch-heads/3486@{#1} 32/64-bit.
OS: Windows(7,8,8.1,10), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and navigate to 'Sources' Section.
2. Click on 'Add watch expression' (+ icon) under Watch section to open text-box.
3. Now press "Shift + Esc" key from keyboard to open Chrome Task Manager window and observe.

Actual: Chrome Task Manager Window doesn't open and 'Add watch expression' text-box gets dismissed.
Expected: Chrome Task Manager Window should get opened and 'Add watch expression' text-box doesn't dismiss.

This is a non-regression issue, seen from M-60 series.

NOTE: 
1. This issue is also reproducible on Stable #67.0.3396.99 and Beta #68.0.3440.42
2. This issue is not seen on Mac(10.12.6 , 10.13.1 , 10.13.6)OS.

DevTools is capturing all keystrokes and there are cases where we steal hotkeys from Chrome, let alone Windows.

So I think this is a wontfix from us.  Thank you though.
