frecon: failed to build with glibc 2.27

With glibc 2.27,
emerge-samus frecon

/mnt/host/source/src/platform/frecon/shl_pty.c:343:18: error: use of undeclared identifier 'SIGUNUSED'

This is because glibc 2.26 dropped the 'symbol SIGUNUSED'

frecon: use SIGSYS to replace SIGUNUSED

glibc 2.26 dropped the depecrated signal constant SIGUNUSED. To make
frecon work with glibc 2.27, we need to replace SIGUNUSED with SIGSYS.
