text selection popup disappear when select text with long and containing space character in input box.

Steps to reproduce the problem:
1. access naver.com or google.com
2. seach long text that is enough to cause an overflow in the input box
3. select first word and expand selection area

What is the expected behavior?

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Launch Chrome .
2. Visit google.com
3. search long text that is enough to cause an overflow in the input box
4. select first word and expand selection area 
5. Observed text selection pop up disappears.

Chrome versions tested:
67.0.3396.87(stable), 69.0.3489.0(Latest canary)

OS:
Android 8.1.0

Android Devices:
Nexus 6P

Using the per-revision bisect providing the bisect results,
Good Build - 61.0.3117.0 476123
Bad Build - 61.0.3118.0 476500

You are looking for a change made after 476354(GOOD), but before 476355(BAD).
