Keyboard Layout extensions don't work correctly when switching to on-screen keyboard

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 10575.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36
Platform: 10575.58.0 (Official Build) stable-channel elm

Steps to reproduce the problem:
1. Install said extension or any keyboard from https://github.com/google/extra-keyboards-for-chrome-os
2. Turn the on-screen keyboard on
3. Try typing something with the on-screen keyboard

What is the expected behavior?
The letters you touch correspond to the letters that appear on screen

What went wrong?
The on-screen keyboard layout is US instead of Dvorak, but the keys triggered are the ones defined in the layout, as such typing is really difficult.

I'm the developer of this specific extension, based on the keyboards found at https://github.com/google/extra-keyboards-for-chrome-os and my layout has been merged in here. If changing the extension can solve this, this would be acceptable too, I just don't know how. For the related issue on Github, see https://github.com/google/extra-keyboards-for-chrome-os/issues/35
 
In addition, the voice dictation button (microphone icon) disappears when selecting a keyboard layout extension (dvorak-left in my case). This is an accessibility issue for one handed users that use both voice dictation and typing for input, because voice dictation is accessed via the on-screen keyboard.
