encoding problems

Issue description

THIS TEMPLATE IS FOR FILING BUGS ON THE ANDROID SYSTEM WEBVIEW. GENERAL WEB
BUGS SHOULD BE FILED USING A DIFFERENT TEMPLATE!

WebView version (Version 67.0.3396.62 (Official Build) (64-bit)
Application:chrome browser
Application version:Version 67.0.3396.62 (Official Build) (64-bit)

Steps to reproduce:
(1)bring back manual encoding if not make automatic encoding smart
(2)automatic encoding is dumb as shit 
(3)automatic encoding doesn't work for many and is not accurate

Expected result:should be a nepali font or utf-8 


Actual result:unicode UTF-8

I'm not sure where to route this, but it's not a webview issue. The site displays fine for me (linux, m67). The computed font-family is "Arial, Verdana, Geneva, Helvetica, sans-serif" so I suspect it's a problem with the fonts you've got installed that match that.

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 67.0.3396.62 using Ubuntu 14.04 and Mac 10.13.1 with the below mentioned steps.
1. Launched chrome
2. Navigated to https://www.bbc.com/nepali/news
We were able to see the fonts rendered properly without any issues.

@Reporter: Could you please check the same in a new profile without any apps & extensions and let us know if the issue still persists. Any further inputs from your may help us.

Given that the problem affects both the chrome UI (see tab strip) and blink (see content) this is looks like a fontconfig problem.
Please don't swear in bug reports that you want people to investigate.

Attaching the output of fc-list would be helpful.

Was text displayed properly on the same system in an earlier version of Chrome? If so, which one?

Is the text displayed properly in Firefox on the same system?
