Blinking screen when swiping NativePage (e.g. NTP)

Issue description

Steps to reproduce the problem:
1. Open Chrome Stable or Canary (both are affected)
2. Open a new tab
3. Put your finger on the top of the screen (where the toolbar is normally rendered) and swipe left or right
4. The page will quickly blink
3. 

What is the expected behavior?
The page should swipe gracefully from one page to another

What went wrong?
The page is blinking.
The issue seems to happen only when the page you are swiping from is a Native Page (ex: NTP) to a non-Native page.
Moreover, it happens only once (maybe it is the Screenshot/Snapshot of the page ?)

It exists also in Modern Design

Tested the issue on Android and able to reproduce the issue.

Steps followed:
1.Launch chrome 
2.Open NTP
3.At address-bar try to swipe left and Observed quick blink of three dot menu .

Chrome versions tested:
60.0.3072.0, 67.0.3396.87(Stable), 69.0.3486.0(Canary)

OS:
Android 9.0

Android Devices:
Pixel 2 

This seems to be a Non-Regression issue as same behavior is seen since M-60. Leaving the issue as Untriaged for further input's on this issue.
