Investigate render tests for composited UI

Issue description

Chrome Version: 69.0.3475.0 (Dev)

1) Open a tab in Chrome (see first attached screenshot)
2) Swipe on the toolbar to trigger switching between adjacent tabs, but don't switch to a different tab, just move the finger back to the original position

Expected: everything should look exactly like before
Actual: the tab and toolbar are a few pixels higher (see second attached screenshot).

More than the bug itself, I would be interested to see if we can come up with a regression test for this? Render tests in their current state wouldn't work because the composited UI is drawn in a different path, but we could try reading back the contents of the surface manually?
