Migrate "ToTMacCoverage" to LUCI

Migrate builder chromium.clang:ToTMacCoverage to LUCI.

Migration app will be posting updates on changes of the migration status.

Migration app will close this bug when the builder is entirely migrated from Buildbot to LUCI.

Sergey, can you take a look at these? These use the chromium recipe and seems to be referening XCode in a weird way. Can you help fix the issues on the mirrored LUCI builders (https://ci.chromium.org/p/chromium/g/luci.chromium.clang/builders)? Thanks!
