Mark builders as luci-mirror-red and assigning to Dirk to look into the MSVC hermetic toolchain work. Re-opening. The rest of the crashpad builder bugs will remain marked as Dup to 865729 since we're ready to flip these to LUCI.

Dirk, any updates on these? Robbie mentioned there's a MSVC SDK package you can now use via CIPD that may help with this. Ping iannucci for an example if you need details.
