Migrate "linux-64-glibc-dbg" to LUCI

Migrate builder client.nacl:linux-64-glibc-dbg to LUCI.

Migration app will be posting updates on changes of the migration status.

Migration app will close this bug when the builder is entirely migrated from Buildbot to LUCI.

Builder mirrored to LUCI and latest builds match output from Buildbot. See builds at: https://ci.chromium.org/p/nacl/g/main/console

Recommended action: Flip LUCI builder to production. Please confirm.

Status: Fixed (was: Assigned)
Flipped to LUCI and decom'ed in Buildbot. Restarted on client.nacl master needed to pick up Buildbot changes.
