The actual builder is here (link in OP is incorrect): https://ci.chromium.org/p/nacl/builders/luci.nacl.ci/win7-64-arm-newlib-opt/20 The MSVC toolchain is used but it's failing on "taskkill mspdbsrv". It's possible the correct solution is to make "taskkill mspdbsrv" a best effort operation, and therefore a non-failing step.
